Report on the Conference on Ethical and Responsible Design in the National AI Institutes: A Summary of Challenges

In May 2023, the Georgia Tech Ethics, Technology, and Human Interaction Center organized the Conference on Ethical and Responsible Design in the National AI Institutes. Representatives from the National AI Research Institutes that had been established as of January 2023 were invited to attend; researchers representing 14 Institutes attended and participated. The conference focused on three questions: What are the main challenges that the National AI Institutes are facing with regard to the responsible design of AI systems? What are promising lines of inquiry to address these challenges? What are possible points of collaboration? Over the course of the conference, a revised version of the first question became a focal point: What are the challenges that the Institutes face in identifying ethical and responsible design practices and in implementing them in the AI development process? This document summarizes the challenges that representatives from the Institutes in attendance highlighted.

Investigating Responsible AI for Scientific Research: An Empirical Study

Scientific research organizations that are developing and deploying Artificial Intelligence (AI) systems are at the intersection of technological progress and ethical considerations. The push for Responsible AI (RAI) in such institutions underscores the increasing emphasis on integrating ethical considerations within AI design and development, championing core values like fairness, accountability, and transparency. For scientific research organizations, prioritizing these practices is paramount not just for mitigating biases and ensuring inclusivity, but also for fostering trust in AI systems among both users and broader stakeholders. In this paper, we explore the practices at a research organization concerning RAI practices, aiming to assess the awareness and preparedness regarding the ethical risks inherent in AI design and development. We have adopted a mixed-method research approach, utilising a comprehensive survey combined with follow-up in-depth interviews with selected participants from AI-related projects. Our results have revealed certain knowledge gaps concerning ethical, responsible, and inclusive AI, with limitations in awareness of the available AI ethics frameworks. This revealed an overarching underestimation of the ethical risks that AI technologies can present, especially when implemented without proper guidelines and governance. Our findings reveal the need for a holistic and multi-tiered strategy to uplift capabilities and better support science research teams for responsible, ethical, and inclusive AI development and deployment.

It's never too early to get your AI ethics right
We all know when AI crosses an ethical line. What's less easy is understanding what each of these examples have in common, and drawing lessons that apply to early-stage companies. There are plenty of broad statements of AI ethics principles, but few tools for putting them into practice, especially ones tuned for the harsh realities of startups tight on money and time. That challenge extends to VCs too, who must increasingly attempt to assess whether founders have thought through how customers, partners and regulators might react to the ways they're using artificial intelligence. Even when founders have the best intentions, it's easy to cut corners.

The Case for a Global Responsible AI Framework - KDnuggets
The design and use of artificial intelligence is proving to be an ethical dilemma for companies throughout the United States considering its implementation. While currently only 6% of companies have embraced AI-powered solutions across their business, according to a survey by Juniper Networks, another 95% of respondents indicated they believe their organization would benefit from embedding AI into their daily operations, products and services. Which begs the question, if there is so much interest in the application of AI, then why is it taking companies so long to get on board? The lagging and inconsistent adoption of responsible AI is one of the challenges companies are grappling with when it comes to AI. Currently, there are three elements that contribute to ethical concern around AI: privacy and surveillance, bias and prejudice, and the role of differing human values in the implementation and execution of AI.

Ethical Frameworks for AI Aren't Enough
These are just a few of the ill-defined principles commonly listed in ethical frameworks for artificial intelligence (AI), hundreds of which have now been released by organizations ranging from Google to the government of Canada to BMW. As organizations embrace AI with increasing speed, adopting these principles is widely viewed as one of the best ways to ensure AI does not cause unintended harms. Many AI ethical frameworks cannot be clearly implemented in practice, as researchers have consistently demonstrated. Without a dramatic increase in the specificity of existing AI frameworks, there's simply not much technical personnel can do to clearly uphold such high-level guidance. And this, in turn, means that while AI ethics frameworks may make for good marketing campaigns, they all too frequently fail to stop AI from causing the very harms they are meant to prevent.

Intel community releases framework for ethically using artificial intelligence
The U.S. intelligence community released artificial intelligence principles and an ethics framework on Thursday to ensure that intel organizations are safely and legally developing AI systems as the technology quickly evolves. The long-awaited principles and framework, released in two separate documents by the Office of the Director of National Intelligence, are meant to outline the intelligence community's broad values and guidance for the ethical development of AI. The accompanying six-page framework, with 10 stated objectives, is meant to put "meat on the bones" of the stated principles, Ben Huebner, chief of ODNI's Office of Civil Liberties, Privacy, and Transparency, said Thursday on a call with reporters. Huebner said there are a series of questions that practitioners within the 17 intelligence agencies should consider when developing AI. It's a tool, and it's a tool that provides the intelligence community with a consistent approach" to artificial intelligence, Huebner said. The intelligence community is a massive conglomerate of agencies, each tasked with a specific intelligence mission, making it difficult to verify the implementation of these ethics considerations. To ease oversight challenges, a critical piece of the framework calls on AI users in the intel community to adequately document information about the AI technology under development. That would include explanations on the AI's intended use, its design, its limitations, related data sets and changes to its algorithm over time. Asked how ODNI will verify that AI projects at intelligence agencies under its purview are following the framework and principles, Huebner pointed to the documentation guidance that could then be accessible by legal counsels, inspectors general, and privacy and civil liberties officers. "One of the things I think you see throughout particularly the ethics framework is the incorporation of best practices to allow the folks [in] the oversight community ... the tools they'll need to conduct that oversight," Huebner said. The framework is just the first iteration of ODNI's ethics framework. Huebner told reporters to expect further iterations of the framework as the intel community learns more about the use cases for AI, and as the technology itself matures. Dean Souleles, who runs ODNI's Augmenting Intelligence through Machines Innovation Hub, told reporters that within ODNI's working groups, they are "actively" developing different standards for future use cases. "It is too early to define a long list of dos and don'ts," Souleles said. "We need to understand how this technology works.
Intelligence Community Releases Artificial Intelligence Principles and Framework
WASHINGTON, D.C. – Today, the Intelligence Community (IC) released the Principles of Artificial Intelligence (AI) Ethics for the Intelligence Community and the related Artificial Intelligence Ethics Framework for the Intelligence Community. These principles and framework, which the director of national intelligence (DNI) recently approved, will guide the IC's ethical development and use of AI. "The IC leads in developing and using technology crucial to our national security mission, and we cannot do so without recognizing and acting on its ethical implications," said DNI John Ratcliffe. "These principles and their accompanying framework will help guide our mission leads and data scientists as they implement technology to solve intelligence problems." The Principles of AI Ethics demonstrate the IC's commitment to ensuring its use and implementation of AI respect the law, protect privacy and civil liberties, are transparent and accountable, remain objective and equitable, appropriately incorporate human judgment, are secure and resilient by design, and incorporate the best practices of the science and technology communities. "In our increasingly complex digital world, the IC must adapt and adopt AI and related technologies to carry out its critical mission," said Dean Souleles, who founded ODNI's Augmenting Intelligence through Machines Innovation Hub.

Principles of Artificial Intelligence Ethics for the Intelligence Community
The Principles of Artificial Intelligence Ethics for the Intelligence Community are intended to guide personnel on whether and how to develop and use AI, to include machine learning, in furtherance of the IC's mission. To assist with the implementation of these Principles, the IC has also created an AI Ethics Framework to guide personnel who are determining whether and how to procure, design, build, use, protect, consume, and manage AI and other advanced analytics. We will employ AI in a manner that respects human dignity, rights, and freedoms. Our use of AI will fully comply with applicable legal authorities and with policies and procedures that protect privacy, civil rights, and civil liberties. We will provide appropriate transparency to the public and our customers regarding our AI methods, applications, and uses within the bounds of security, technology, and releasability by law and policy, and consistent with the Principles of Intelligence Transparency for the IC.
